Quebec English Pathways Guide

Build strong English without losing the Quebec pathway.

Understand English public-school eligibility, private-school choices, ESL and intensive English, bilingual development, secondary options and the transition to English or French CEGEP.

Eligibility explainedElementary to CEGEPQuebec-wide guidance

The essential distinction

English education has several different routes

Choose the route by the child’s legal situation, age, current language level, academic needs and long-term plans.

English public school

English is the principal language of instruction. The student normally needs a Quebec declaration of eligibility, plus admission by the school board.

English private school

Language rules depend partly on the school’s subsidy status. Families must verify the institution’s category and the child’s situation directly.

English in French school

Students study English as a second language while their other subjects remain taught in French.

Intensive English

A concentrated elementary ESL model—commonly in Grade 5 or 6—not an English immersion program.

Language level does not create eligibility: Speaking English at home, having strong English marks or preferring an English school does not by itself establish the legal right to subsidized English instruction.

This is planning guidance, not a legal eligibility decision. The educational organization submits a complete eligibility application to the Ministère de l’Éducation, which issues the written decision.

English public-school eligibility

Check the legal route before choosing a school.

French is Quebec’s standard language of instruction at preschool, elementary and secondary levels. The Charter of the French Language provides defined exceptions for eligible children.

Canadian schooling history

A child or sibling’s major part of elementary or secondary instruction in English in Canada can be relevant under the official criteria.

Parent’s schooling

A Canadian-citizen parent’s English elementary education in Canada may support eligibility in specified circumstances.

Temporary authorization

Certain children staying temporarily in Quebec may receive time-limited authorization, subject to their precise immigration and family situation.

Particular exemptions

Serious learning difficulties or serious family or humanitarian circumstances may be considered under specific rules.

Do not self-determine eligibility: Contact the English school board or private institution where you want to register. It explains the documents, submits the application and receives the Ministry decision.

Application process

From family records to school registration

An eligibility declaration establishes a language-of-instruction right; it does not automatically reserve a seat in a particular school.

Contact the institution

Begin with the English school board or private school and explain the child’s complete schooling and family status.

Collect evidence

Prepare birth and citizenship records, parent and sibling school records, residence documents and any requested immigration papers.

Obtain the decision

The educational organization forwards the completed file to the Ministry; keep the written decision and original supporting records.

Complete admission

Follow catchment, capacity, program application, transportation and school registration procedures separately.

Timing matters: The Quebec government states that completed files received by the Ministry are generally processed within 15 working days for the current school year and 20 working days for the following year. Incomplete evidence can extend the process.

French school pathways

English as a second language can take different forms

Ask for the actual weekly or annual timetable rather than relying on labels such as “bilingual” or “enriched.”

Regular ESL

English is taught as a subject throughout elementary and secondary school, following the Quebec Education Program and its competency progression.

Enriched English

A local school may offer additional or more advanced English. Entry criteria, instructional time and content vary by school.

Intensive ESL

English time is increased and concentrated to roughly half a school year in Elementary 5 or 6, using models such as five-month blocks or alternating cycles.

Intensive English is not immersion: Quebec’s official guidance states that other school subjects in a French school continue to be taught in French; the intensive block concentrates English as a second language.

Academic English development

Conversation is only one part of readiness

Students need different skills to participate socially, understand instruction and succeed on written academic work.

SPEAK

Oral interaction

Listening in real time, asking follow-up questions, explaining ideas and adjusting language for different audiences.

READ

Academic reading

Vocabulary, inference, text structure, note-taking and extracting evidence from literature and informational texts.

WRITE

Written expression

Sentence control, paragraph structure, revision, argument and subject-specific explanations.

STUDY

Learning in English

Following multi-step instructions, understanding assessment language and using English to learn math, science and humanities.

Age-by-age roadmap

Build the right skill at the right stage

The strongest pathway develops both language competence and grade-level subject knowledge.

StageEnglish priorityAcademic priorityFamily action
Elementary 1–2Listening confidence, phonological awareness and high-frequency languageStrong literacy foundation in the main language of instructionRead aloud, use songs and play, and avoid turning every interaction into correction
Elementary 3–4Independent reading, vocabulary and complete oral explanationsLearn to retrieve information and write organized responsesPair accessible books with short written reactions and conversation
Elementary 5–6Longer texts, paragraph writing and subject vocabularyPrepare for secondary organization and reading loadCompare intensive English, enriched programs and realistic admission demands
Secondary 1–2Academic reading, structured writing and classroom participationKeep math, science and French stable during transitionIdentify gaps early instead of waiting for high-stakes course choices
Secondary 3–5Argument, literary analysis, research and precise written languageProtect prerequisites and prepare for ministerial assessmentsPlan CEGEP language, program and French requirements together

Bilingual development

English growth should not create a French gap.

Students attending English elementary, secondary or college institutions in Quebec also receive French instruction. Strong French remains important for study, work and participation in Quebec society.

Separate skill profiles

A student can speak both languages socially while reading and writing at very different academic levels.

Protect the stronger literacy base

Continue challenging reading and writing in the student’s stronger language while developing the second.

Use real contexts

Clubs, community activities, books, media and friendships give both languages a meaningful purpose.

Review twice yearly

Compare oral language, reading and writing evidence in each language—not one general “bilingual” label.

Secondary school planning

Language affects every subject

Before switching school language or entering an enriched stream, evaluate subject learning as well as English proficiency.

ELA

English Language Arts

Ask about reading volume, genres, essay expectations, oral work and how newcomers or developing writers receive support.

STEM

Math and science language

Students must interpret word problems, explain reasoning, understand laboratory instructions and use precise terminology.

FSL

French pathway

Compare French course level, enrichment, writing demands and preparation for Quebec’s graduation and CEGEP expectations.

A language switch is also a curriculum-access question: A student may communicate comfortably in English yet need explicit support to analyze literature, write essays or explain science at grade level.

The CEGEP transition

English CEGEP has its own language requirements

Do not assume that elementary or secondary English eligibility and college requirements operate in exactly the same way.

DEC

College admission

Students apply to the college and program, meeting the Secondary School Diploma, course prerequisites, deadlines and competitive selection where applicable.

FR

French requirements

Quebec’s Charter applies at the college level. English DEC programs include French-course and examination requirements, with specific exemptions or substitutions in defined cases.

PLAN

Program readiness

Compare teaching language, prerequisite strength, commute, support services and the language demands of the intended university or career pathway.

Current rule to verify: Quebec states that, beginning in Fall 2024, students in an English-language DEC must pass three courses in French, subject to exemptions. Separate rules apply to the uniform French examination and students with a declaration of eligibility.

Family decision framework

Build a pathway in four steps

Start with facts, then match the school environment to the student’s real language and academic profile.

Clarify legal status

Confirm public or subsidized private English eligibility through the responsible institution before relying on a school plan.

Measure both languages

Review speaking, reading and writing separately in English and French, alongside grade-level math and subject knowledge.

Compare real programs

Check instructional hours, course level, support, catchment, transport, fees and secondary-to-CEGEP continuity.

Create yearly checkpoints

Set concrete goals for reading, writing, French maintenance and academic performance, then review progress each term.

Frequently asked questions

Common English-pathway questions

Use the official institution for a decision about an individual child.

Can a new immigrant child normally attend an English public school?

Permanent residence in Quebec does not by itself provide English-school eligibility. The child must fit an exception in the Charter of the French Language. Some children in Quebec temporarily may qualify for a time-limited authorization based on their specific status.

If a parent speaks English, is the child automatically eligible?

No. Home language or preference is not the legal test. Relevant criteria can include Canadian citizenship and documented schooling history in English in Canada, among other defined situations.

Can my child learn strong English while attending French school?

Yes, but the outcome depends on instructional time, program quality, the child’s starting point and sustained exposure. Regular ESL, enriched options and intensive English provide different amounts and patterns of learning.

Does intensive English teach math and science in English?

No. Official Quebec guidance distinguishes intensive ESL from immersion: in French schools, subjects other than English as a second language continue to be taught in French.

Does an English-eligibility certificate guarantee a school place?

No. Eligibility and school admission are separate. Catchment, capacity, program selection, registration deadlines and transportation rules may still determine placement.

Can a French-secondary student apply to an English CEGEP?

Yes, subject to the college and program’s admission requirements. However, current Charter-related French course and examination rules must be considered, and a previous declaration of English eligibility can affect certain requirements.
