Quebec School Fees & Family Budget Guide
Budget for the school year—not just tuition.
Understand public-school free-service rules, private-school charges, childcare, lunch, transportation, technology, activities and the hidden time costs that affect family decisions.
Public-school principle
Educational services are free—with defined exceptions
Quebec states that eligible residents have a right to free educational services covered by law and the basic school regulation.
Covered instruction
Required educational services and the teaching of official programs cannot simply be converted into tuition charges.
Required teaching materials
Textbooks and required instructional materials—including many lab, arts, sports and technology resources—are covered under the applicable rules.
Permitted contributions
Certain consumables, personal-use items, services, activities and special-project costs may be charged when permitted and properly approved.
Materials
School-owned resources and personal supplies are different
Ask whether the item is supplied, loaned, consumed, kept by the student or specialized for an optional program.
| Category | Examples | Budget treatment | Question to ask |
|---|---|---|---|
| Required instructional material | Textbooks, reference works, many lab, art, sports and technology resources | Generally covered under applicable public-school free-material rules | Is this required to teach the official program? |
| Consumable documents | Workbooks or pages in which the student writes, draws or cuts | A contribution may be permitted under approved principles | Will the student keep or consume this item? |
| Personal-use supplies | Pencils, paper, binders and similar individual items | Plan an annual replacement allowance | Is a specific brand required, and is that permitted? |
| Specialized project material | Equipment or upkeep unique to an optional special program | May create additional costs under applicable rules | Is there a no-fee pathway or loan option? |
| Damage or loss | Loaned device, instrument, book or equipment | Understand responsibility and insurance before signing | What are the replacement and wear policies? |
Annual budget categories
Use eight separate lines
Separating categories prevents a low headline fee from hiding a high total family cost.
School charges
Tuition where applicable, registration, consumables, program and technology charges.
Transportation
Bus eligibility, transit pass, fuel, parking, private route and backup rides.
Meals and lunch
Food, lunch supervision, cafeteria accounts and dietary arrangements.
Childcare
Before school, after school, pedagogical days, late pickup and holiday coverage.
Clothing
Uniform, gym clothing, footwear, winter gear and replacements during growth.
Activities
Trips, teams, clubs, competitions, instruments and optional travel.
Learning support
Tutoring, assessments, therapy, exam preparation and specialized materials.
Contingency
Lost items, schedule changes, unexpected transport and last-minute course needs.
Time is part of the budget
A long commute has a yearly cost.
Compare schools using the full week: morning departure, transportation reliability, pickup, homework, activities and the parent work hours affected.
Travel hours
Multiply daily door-to-door time by the school year and include winter delays.
Pickup risk
Price the backup plan when a bus is missed, a child is ill or an activity ends late.
Homework support
A demanding program may require parent availability, tutoring or a structured study service.
Calendar gaps
Plan pedagogical days, school breaks, exam schedules and mismatched sibling calendars.
Childcare and lunch
Confirm the school service—not the daycare assumption
School childcare is different from preschool childcare, and local availability, registration and fees apply.
Morning care
Check opening time, regular versus occasional status and whether a place is available.
Lunch period
Separate meal cost from lunch supervision or childcare registration and verify allergy procedures.
After-school care
Confirm closing time, late fees, homework periods, pedagogical-day service and activity surcharges.
Special programs and activities
Separate instruction from the extras around it
Quebec’s rules distinguish official instruction from certain costs connected with special projects and activities.
Special pedagogical project
Sport, arts, international and concentration programs can involve specialized materials, external accreditation, facilities or activities.
Activities outside school
Permitted charges can reflect actual transport, admission, competition and related participation costs.
Extracurricular services
Activities or courses outside the prescribed school schedule may have separate participation fees.
Private-school budget
Convert the offer into a multi-year estimate
Tuition is only the first line. Ask for written current and expected recurring charges.
Admission year
Application, assessment, registration, deposit, uniform and device setup may concentrate costs early.
Recurring year
Tuition, transport, meals, materials, technology, activities and re-registration can recur annually.
Optional opportunities
Trips, teams, exchanges, enrichment and private transport may materially change the total.
Exit risk
Read withdrawal, refund, re-enrolment and payment-default terms before accepting.
Budget comparison sheet
Compare schools using the same columns
Use annual totals and document where every number came from.
| Cost line | School A | School B | Evidence |
|---|---|---|---|
| Required school invoice | Annual total | Annual total | Current official fee schedule |
| Transport | Annual cost + hours | Annual cost + hours | Route quote or transit plan |
| Childcare / supervision | Regular + occasional | Regular + occasional | Service rules and calendar |
| Meals and personal supplies | Estimated annual | Estimated annual | Family usage and school list |
| Activities and program extras | Required + optional | Required + optional | Program calendar |
| Academic support | Expected allowance | Expected allowance | Child’s current needs |
| Contingency | Family reserve | Family reserve | 10–15% planning buffer or family choice |
Payment questions
Read the terms before committing
A manageable amount can still become difficult when timing and refund rules are ignored.
Ask what is compulsory
Separate required charges, opt-in services, optional activities and voluntary donations.
Map the cash flow
Record deposits and instalments by month—not only the annual total.
Read cancellation terms
Understand deadlines, non-refundable amounts and consequences of a mid-year change.
Ask about access support
Request information on payment arrangements, school assistance, subsidies or relevant public programs.

Frequently asked questions
Quebec school-cost questions
Is public school completely cost-free?
Eligible students have a right to covered educational services and instructional materials, but permitted charges and family costs can remain for personal supplies, consumables, childcare, lunch supervision, transport situations, activities or special projects.
Can a public school charge for a required computer?
Quebec states that when a school chooses a computer or tablet as the required teaching method, the device must be supplied free for learning at school. Ask about home use, loan terms, damage and optional purchases.
Can a school charge for trips?
Charges may be permitted for activities outside the school and certain activities involving external providers, subject to applicable rules and actual costs. Ask whether participation is required and what assistance exists.
How should we compare private-school fees?
Request tuition, registration, deposit, transport, uniform, device, activities, meals and refund terms in writing. Compare the total across several years, not only the first invoice.
Should tutoring be included in the school budget?
If a child already needs regular support or is entering a demanding transition, include a realistic learning-support allowance. Choose support based on an identified need rather than purchasing an open-ended package.
