Eligibility explained firstPublic and private separatedNo invented overall score

Eligibility comes first

English instruction is an exception under Quebec law

French is Quebec’s normal language of instruction. Some children may receive instruction in English when they meet a recognized eligibility, temporary-authorization or exemption category.

Permanent eligibility

Eligibility may be based on a child’s, sibling’s or Canadian-citizen parent’s qualifying English education in Canada. The exact legal conditions matter.

Temporary authorization

Some families living in Quebec temporarily may qualify for a time-limited authorization. Renewal and status rules should be verified.

How to apply

Contact the desired school board or private school. The educational organization prepares and submits the application to the Ministère.

Important: an eligibility certificate allows access to English instruction; it does not guarantee a place in a particular school, selective program or catchment area. Always confirm the current rule with the school board.

Nine English school boards serve different territories

Begin with the board serving your home address, then verify its school locator, boundaries, transportation policy and program admissions.

Compare like with like

Five pathways that should not share one ranking

Admissions and student populations influence outcomes. Compare schools within the same access model before drawing conclusions.

LOCAL

Neighbourhood public school

Usually linked to address and capacity, with broad student services and local transportation rules.

SELECT

Selective public school

May use exams, grades, auditions, interviews or lotteries. Selection changes the meaning of outcome data.

PROJECT

Special public program

International, enriched, arts, sports or STEM pathways may have separate applications and commitments.

PRIVATE

Subsidized private school

Often combines tuition with admission criteria. Fees, services and selection must be compared separately.

INDEP.

Non-subsidized private school

Tuition and admission policies may differ substantially; confirm recognition, curriculum and student support.

FIT

Student-specific shortlist

The best shortlist balances realistic access, academic level, language goals, support, wellbeing and commute.

Evidence framework

What the numbers can—and cannot—tell you

Keep the indicator definition and year beside every result. A single exam rate is not a complete measure of school quality.

IndicatorUseful questionKey limitationBest use
Ministerial examination successHow did the reported cohort perform in a specific subject and year?Subject mix, cohort size, selection and missing data can distort comparison.Compare the same subject, level and year.
Average examination markWhat was the cohort’s average on a common assessment? An average hides the distribution and individual progress.Use with success rate and context.
Qualification or graduationHow many students obtained a recognized qualification within the stated period?Cohorts, time horizons and student mobility vary.Review multi-year patterns, not one snapshot.
Program offeringDoes the school provide a pathway suited to the student?Names do not show workload, admission threshold or available places.Confirm directly with current program documents.
Socioeconomic indexWhat community context may affect needs and resources? It describes an area or population, not an individual child or teaching quality.Add context without labelling students.
School climate and supportWill the student feel safe, known and supported?Often absent from ranking tables and changes over time.Ask during visits and speak with current families.
College HC comparison rule: show source, data year, sector and access model; flag missing values; never present a privately created score as an official Quebec government ranking.

Examples for research

Language pathway

English school does not mean French is optional.

Students in English schools study French, and some schools offer enriched or immersion-style pathways. Strong French remains important for daily life, CEGEP choices, postsecondary study and work in Quebec.

French level

Ask how students are placed and how many hours or subjects are taught in French.

English literacy

Compare writing, reading and communication expectations across programs.

Transition to CEGEP

Plan prerequisites, language confidence and study habits before Secondary V.

Support services

Confirm resource teachers, learning plans, counselling and newcomer support.

Programs and admissions

Look beyond the school name

A strong program fit can matter more than a small difference in published results.

International or enriched

Verify selection, workload, language expectations, fees and continuation requirements.

Arts and performance

Ask about auditions, practice time, facilities and the balance with core academics.

Sports concentration

Compare schedule, external training arrangements, costs and academic support.

Science and technology

Review lab access, course sequence, mathematics expectations and senior prerequisites.

Learning support

Clarify staffing, intervention process, accommodations and communication with families.

Vocational exploration

Consider pathways to vocational training, adult education and alternative qualifications.

Application roadmap

From eligibility to final decision

Dates differ by board and program. Begin in the year before entry, especially for selective programs.

Confirm eligibility

Collect citizenship, status and education documents, then contact the educational organization.

Identify the local school

Use the official locator and verify catchment, capacity, transportation and transfers.

Check special admissions

Record open houses, tests, auditions, report-card requirements and deadlines.

Compare the lived experience

Visit when possible and assess support, language, workload, commute and student comfort.

Score what matters to your family

Use a family worksheet before reading any league table.

Frequently asked questions

English secondary-school questions

Does speaking English at home automatically make my child eligible?

No. Eligibility is based on legal categories and supporting documents, not simply the language spoken at home. Ask the school board to review your circumstances.

Does an English eligibility certificate guarantee admission to my preferred school?

No. Eligibility concerns the language of instruction. School placement may still depend on territory, capacity, selection, transportation and local policy.

Which English secondary school is number one in Quebec?

There is no Quebec government overall ranking that identifies one best school for every child. Compare like school types using named indicators and years, then assess access and fit.

Are selective public schools directly comparable with neighbourhood schools?

Not without a strong caution. Admission selection changes the student population and can influence reported outcomes.

Will my child learn enough French in an English school?

French offerings vary. Review the school’s current French pathway, placement model and course intensity, and consider additional support based on the child’s goals.

When should we begin preparing?

Start researching during the school year before entry. Selective-program deadlines and assessments may occur earlier than ordinary registration.
