The basic rule

Free transport applies to eligible students

Quebec’s framework recognizes free daily school transportation when it is organized by the school organization for eligible students’ arrival and departure.

AM

Daily arrival

Eligible morning transportation to school is part of the organized daily service under applicable local policy.

PM

Daily departure

Eligible end-of-day transportation follows assigned routes, stops, schedules and conduct rules.

NOON

Midday transport

Transportation organized so students can go home for lunch is an important exception and may involve a charge.

“Free” does not mean every child receives a bus: the school service centre or board sets the local eligibility, walking-distance and operational policy within the legal framework.

Eligibility checklist

Ask these questions in order

Do not begin with the bus route map. Begin with the child’s official school placement.

Confirm the address

Make sure the responsible centre or board has the correct primary residence and required proof.

Confirm the assigned school

Verify the designated basin school and whether the accepted program changes transportation rights.

Read the distance rule

Check the local walking-zone threshold by level and any stated safety or exceptional criteria.

Obtain the decision

Save written eligibility, stop, route and schedule information before relying on the service.

Commute comparison

Every option has a different risk profile

Compare door-to-door time, supervision, cost and reliability across the complete school year.

Out-of-basin choices

A school transfer may transfer the transport responsibility to the family.

Quebec permits out-of-basin applications through the responsible authority, but admission priority and year-to-year continuation are not guaranteed. Transportation must be verified separately.

Placement first

An out-of-basin request needs the required agreement or process and remains subject to priorities and capacity.

No transport assumption

Ask whether the family must reach the school, a designated transfer point or an existing stop.

Annual review

Re-enrolment and transport can be reassessed; do not assume last year’s arrangement continues.

Return plan

Understand what happens if placement, capacity or transportation changes in a later year.

Special programs

Program access and transportation are separate

IB, arts, sport, concentration and selective programs can draw students from a wider area without guaranteeing a direct bus.

Service territory

Confirm whether the program is local, regional or open across several territories.

Transport point

Some arrangements may use collection points rather than home-area stops.

Activity schedule

Early practices, late rehearsals and competitions may fall outside regular bus times.

Additional cost

Private transport, transit passes or parent driving may become part of the program budget.

Ask one precise question: “If my child accepts this program, what transportation is guaranteed in writing for this address?”

Private-school transport

Read the route as a service contract

Private schools may organize transportation directly, through another organization or not at all.

ROUTE

Coverage

Check the closest stop, travel direction, estimated duration and whether new areas depend on demand.

FEE

Terms

Confirm annual price, instalments, cancellation, refunds and whether occasional use is allowed.

LATE

After-school gap

Regular buses may not serve teams, clubs, detention, tutoring or late activities.

Moving and address changes

Notify first, then confirm the new plan

An address change can affect school assignment, transportation eligibility, route and stop.

Report the change

Inform the current school and responsible centre or board with the required address documentation.

Confirm school placement

Ask whether the child can remain at the school and under what conditions.

Recheck transport

Obtain a new eligibility decision rather than relying on the previous route.

Bridge the gap

Plan family transportation until the effective date of any approved route change.

Winter and disruption plan

Build a backup before the first storm

Closures, delayed buses and service interruptions require a family communication plan.

Official channel

Save the school, centre or board’s alert page, app, email and telephone procedure.

Morning decision

Know who checks the alert and by what time the household switches to the backup plan.

Early dismissal

Maintain authorized contacts and confirm who can receive the child unexpectedly.

Route interruption

Plan an alternative stop, transit route, neighbour or work arrangement where appropriate.

Safety routines

Practise the route with the child

Transportation safety depends on the minutes before boarding and after leaving the vehicle as well as the ride itself.

STOP

At the stop

Arrive according to local instructions, wait in the designated place and avoid the vehicle’s danger zones.

RIDE

On the vehicle

Follow driver instructions, remain appropriately seated and keep aisles and exits clear.

HOME

After drop-off

Practise the safe walking route, crossings and what to do if nobody is available as expected.

Teach one emergency rule: if the child misses the bus or gets off at the wrong location, they should follow the family’s predetermined contact and safe-place plan—not improvise.

True commute cost

Measure hours as well as dollars

A long route can affect sleep, activities, homework, family meals and academic support.

Frequently asked questions

School transportation questions

Does every public-school student receive free bus transportation?

No. Free daily transportation applies to students who meet the responsible school organization’s eligibility policy. Distance, assigned school, address, level and other criteria can matter.

Is midday transportation free?

Quebec identifies midday transportation allowing students to go home for lunch as an exception for which a cost may be claimed.

Is transportation guaranteed for an out-of-basin school?

Do not assume it is. Out-of-basin admission and transportation are separate decisions, and year-to-year continuation may not be guaranteed.

What happens to transportation after a move?

Notify the school organization and request a new placement and transport determination. The existing route may no longer apply to the new address.

Does a private-school acceptance include the bus?

Not necessarily. Ask for the route, stop, travel time, fee, contract and late-activity plan in writing before accepting.
